James Raymond Logan (1874-1958) was the first native Charlestonian to receive a civil service appointment for work at the Charleston Navy Yard, and was the first African American appointee. Edwina Augusta Harleston Whitlock was born Gussie Louise Harleston on September 28, 1916 in Charleston, South Carolina, to Robert Othello Harleston and his wife, Marie Isabelle Forrest.
